About Us


Introduction to Government e Marketplace (GeM)

Hon'ble Prime Minister, based on recommendations of the Group of Secretaries, decided to set up a dedicated e market for different goods & services procured by Government Organisations / Departments / PSUs. This meant transforming DGS&D to a digital ecommerce portal for procurement and selling of goods and services.

Government e Marketplace (GeM), created in a record time of five months, facilitates online procurement of common use Goods & Services required by various Government Departments / Organisations / PSUs. GeM aims to enhance transparency, efficiency and speed in public procurement. It provides the tools of e-bidding, reverse e-auction and demand aggregation to facilitate the government users, achieve the best value for their money.

Government of India (Allocation of Business) Rules, 1961, vide notification dated 8th December 2017 (PDF Size:1.55MB) has made the following entry

  • 32. Development, operation and maintenance of National Public Procurement Portal—Government e Marketplace”.

The purchases through GeM by Government users have been authorised and made mandatory by Ministry of Finance by adding a new Rule No. 149 in the General Financial Rules, 2017.

About GeM SPV

As owner of the National Public Procurement Portal (section 8 Company registered under the companies Act, 2013), GeM SPV builds, operates and maintains the GeM platform, which provides an end-to-end online Marketplace for Central and State Government Ministries / Departments, Central & State Public Undertakings (CPSUs & SPSUs), Autonomous institutions and Local bodies, for procurement of common use goods & services in transparent and efficient manner.

Shri Prashant Kumar Singh, IAS

CEO's Profile

Sh. Prashant Kumar Singh is the Chief Executive Officer (CEO) of Government e Marketplace (GeM), Government of India. He is a bureaucrat of the Indian Administrative Service of 1993 batch.

He holds a Bachelor’s degree in Electrical Engineering from IIT Delhi and a gold medal in his Master's Degree in Public Policy & Sustainable Development from TERI University, New Delhi.

In his last role, Sh. Singh was Principal Secretary & CEO, Election Deptt, Imphal and also held charge of the Departments of Urban Development and PHED. He has handled diverse departments in the State Government, including Personnel, GAD, Health & Family Welfare, Education & Tourism.

Sh. Singh has had two terms earlier in Government of India. He served as Deputy Secretary, Ministry of Steel from 2002-06 where he was instrumental in framing the National Steel Policy and was part of the negotiating team from India for the development of a “Steel Specific” agreement for the WTO’s “Agreement on Subsidies & Countervailing Measures”. In the second deputation, Sh. Singh was Director and then Joint Secretary at the Ministry of Petroleum & Natural Gas during 2010-14. He handled refineries, pricing & supply as Director and later handled the Gas Division & International Cooperation Division as Joint Secretary. For a brief period, he was Managing Director of NCCF as well.

Sh. Singh is a keen sportsperson and regularly plays tennis and other racquet games. He is also an avid reader having multi-dimensional interest areas.

The current version of GeM, i.e., GeM 3.0 was launched on January 26, 2018. The Company Secretary shall be Responsible for the effective and efficient secretarial function of GeM Board and certifying the  organization’s compliance with the provisions of the Companies Act and other statutes and bye laws as may  applicable to the organization. The roles and responsibilities in brief shall be:

1. Convening and servicing the Annual General/Extraordinary Meetings, Board meetings, Committee / Sub-Committee Meetings and to maintain a correct record o

f proceedings.

2. Preparation of agenda in consultation with the Chairman and the other documents for all the meetings.

3. Preparation of Directors report and its attachments, corporate governance report, Annual Report of the organization etc.

4. Provide to the Directors of the organization, required assistance in discharging duties, responsibilities and exercising power.

5. Examine and monitor all the applicable Compliances of the Organization.

6. Responsible for the custody of the seal of the organization and for the approval and signing of  agreements leases, legal forms, and other official documents on the organization’s behalf, when  authorized by the broad of the directors or the executive responsible.

7.  Assist and advise the Board & Its Committees in ensuring good corporate governance and in complying with the corporate governance requirements and best practices.

8. Contribute to the governance, risk and compliance training of Directors and other Directorate staff.

9. Liaise and follow up with regulatory authorities / external agencies on behalf of the organization.

Legal Responsibility

  • Litigation Management and advising the company on all aspects related to pre  litigation strategies, issuing/replying to legal notices, filing / defending of cases etc.
  • Drafting and reviewing of various commercial contracts and other legal  documents including analyses and assessment of risks to protect the interest of the company.
  • Track changes in laws, regulations, regulatory requirements and to provide legal advice to business departments including interpretation/ views on various legal issues. Providing sound legal advice and recommendations to aid the Board and senior management of the company in the decision-making process.
  • Develop sound legal implementation of business practices to prevent legal exposure and minimize liability where feasible. Specify internal governance policies and regularly monitor compliance of all departments.
